I gotta confess, I'm a sucker for this kinda thing, magic tattoos and markings, magic altering characters appearance etc. What it does is imply that spell caster is still partially submissive to magic.
I really like this title a lot too btw. It really fits well within that context, to the point when one might raise a question - is magic a gift to her or is she a gift to magic? (She's even nicely decorated)
It's all just my interpretation, but I think it does fit with the tribal ancestry thing somepony mentioned in the comments. Still, this all just the thoughts and feelings that this picture inspired in me. And those very much "in the back of the head" kinda ideas and emotions, so I'm having a bit of trouble pulling them to the front of my mind and expressing them. Bottom line, it really resonates strongly with my imagination and I love it to bits. Good job and a giant thumbs up.
